Pííêj-kèhë Bî (/qëˈgajɘ/ /ˈkèhë/ [guilty] [decision]) is a temperate Town located in the Ineg̈èsho Zone of the Union of Engineers.

The name Pííêj-kèhë Bî is derived from the Iron Elvish language, as Pííêj-kèhë Bî was founded by Snoctîd Èbrepî, who was culturaly Iron Elven.

Climate

Pííêj-kèhë Bî has a yearly average temperature of 27°C (80°F), with its average temperature during the summer being a warm 29°C (84°F) and its average temperature during the winter being a pleasant 25°C (77°F). Pííêj-kèhë Bî receives an average of 283 cm/y (111 in/y) of precipitation, most of which comes in the form of rain during the summer. Pííêj-kèhë Bî covers an area of nearly 6 km2 (2 mi2), and an average elevation of 1558 m (5111 ft) above sea level.

Overview

Pííêj-kèhë Bî was founded durring the early 14th century in winter of the year 1349, by Snoctîd Èbrepî. The establishment of Pííêj-kèhë Bî was only bairly constructed. The sheer number of problems with its founding were enough to make several of the backers funding Pííêj-kèhë Bî's construction back out of the project. Snoctîd Èbrepî pushed on reguardles, and Pííêj-kèhë Bî was finished, but starts off as a terible place to live.

Pííêj-kèhë Bî was built using the conventions of Iron Elven durring the early 14th century. Naturaly, all settlmentss have their own look to them, and Pííêj-kèhë Bî is no diffrent. The town's buildings feature plaster covered brickwork used to form structures with an emphasis on symmetry, proportion, geometry and the regularity of parts. Orderly arrangements of columns, pilasters and lintels, as well as the use of semicircular arches, hemispherical domes, niches and aediculae can be found everywhere such that only size of building and yard can be used to measure the general prosparity of a given building's owners due to a general wealthy feeling the style gives off.

Pííêj-kèhë Bî is buildings are located arround a single narrow paverstone mainstreet which forms a clockwise spiral to give the town a over all circular shape. The town rests behind a thick wall made from clay bricks. The wall has all of the proper fortifications and is well made. Unfortuantly the nature of clay brick leaves it quite vulnerable to siege equipment, though the thickness of the wall lends it simmilar resistnace to a thinner hardrock wall. The town's millitarily questionable fortifications are visibly old, but also obviously maintained semi-regularly. Its likly the local malishia or garrison are tasked with ocasional mantance of the towns defences.

Pííêj-kèhë Bî is not quite well. Something happened here, perhapse recently, perhapse long ago. Whatever it was, it settled into the very soul of the town like a festering wound. The people go about their day well enough, but there’s a tention in the air you can cut with a knife. You get the terrible feeling that whatever it was, the wound it left will simply never heal. This town is as a necropolice.

Civic Infrastructure

Pííêj-kèhë Bî has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Pííêj-kèhë Bî. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Pííêj-kèhë Bî's parks.

Pííêj-kèhë Bî has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Pííêj-kèhë Bî.

Pííêj-kèhë Bî has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.

Pííêj-kèhë Bî has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Pííêj-kèhë Bî has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Pííêj-kèhë Bî's public wards, blessings, and other arcane systems.

Pííêj-kèhë Bî possesses an older civil lighting system consisting of street lamps. These lights provide nighttime illumination to most city streets.

Pííêj-kèhë Bî has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Pííêj-kèhë Bî's natural decorations nor waterways.

Pííêj-kèhë Bî has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Pííêj-kèhë Bî has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Cultural Notes

Pííêj-kèhë Bî's garrison was built using a different architectural style from the rest of the town. The style used is characterized by dynamic designs and complex architectural plan forms; intended to heighten feelings of motion and sensuality, and frequently based on the oval. It made extensive and extreme use of: Grandeur, Contrast, Curves and twists, Rich surface treatments, Gilded statuary, Bright colors, Vividly painted ceilings, Fragmented or deliberately incomplete elements, Large-scale frescoes, Dramatic central projections on an external facade, the use of plaster, stucco, or marble finishing, Illusory effects such as trompe l’oeil, and pear-shaped domes. While beloved by the nobility, the common folk tended to despise the style due to the massive consumption of resources required for even a small building constructed in this style.

In Pííêj-kèhë Bî sometimes, near one of the seasonal solstices, the sun appears to split into three and it rains from a clear sky for several hours.

The Ice Elemental, Medium near Pííêj-kèhë Bî are known to be more aggressive than normal.

Pííêj-kèhë Bî's citizens partake in a curious ritual relating to their local kami. It takes place in autumn and involves orgies to channel Enchantment energies of tier 3 via throat chanting.

History

In time immemorial, reportedly some time during the late 2nd century, Pííêj-kèhë Bî was attacked by savage tribes living nearby Pííêj-kèhë Bî. The details of the conflict are hazy at best due to many conflicting accounts. What is known is Pííêj-kèhë Bî lost 278 people, 310 livestock, and 80 buildings. The conflict ended after roughly 73, when members of Pííêj-kèhë Bî's militia enacted an operation to deliver a message to a particular strategic location, then reinforce it. The operation was complicated by a key segment of the operation that deepened entirely on a stealth mission going perfectly. The conflict ended with an assault and siege on the strategic location, which ended in a stalemate for Pííêj-kèhë Bî's forces. The war is remembered in legend by Pííêj-kèhë Bî's bards, historians, and legend keepers.
